Dear Union Member:
As we have previously notified you, the City of Providence placed the management
of its healthcare plans out for re-bid; and, on Tuesday, October 14, 2008,
the City awarded the bid to United Healthcare effective January 1, 2009. I
am sure, like me, most of you have heard stories from family and friends
about United Healthcare and its level of coverage and customer service. However,
it is important to keep in mind that the City of Providence is self-insured
and United Healthcare has been awarded the administrative management
of the Citys healthcare plans as Blue Cross currently does.
In accordance with Appendix C-9.7 of our collective bargaining agreement,
the School Department may offer medical coverage equivalent to that described
in Appendix C-1 (Blue Cross City Blue) and/or C-2 (United Health Plan 750)
as long as the request for proposal specifies that the medical coverage is
equivalent to that provided by existing coverage. As I reported
to you in my last communication, the City administration met with all Union
Presidents on Tuesday, October 14, 2008. During that meeting, I along with
other Union Presidents sought clarification on a number of issues relating
to our healthcare plans. Once the City provides us with detailed information
about the transition to United Healthcare, each labor union will carefully
review the information to determine plan equivalency. While there are variations
with each labor unions medical plans, we are committed to work together
and take a unified approach with any challenges that might be necessary. We
will continue to meet on a weekly basis to address any issues that may arise.
Our first step is to determine the equivalency of the provider network between
United Healthcare and Blue Cross. In order for us to effectively determine
the equivalency of Uniteds provider network, it is imperative that
each union member contact his/her physician(s), complete the enclosed form
and return it to the union office no later than Friday, October 31, 2008. Any
challenges made by the union must be based on solid evidence. 100%
member participation with this task is vital!
During this crucial time, communication is of the utmost importance. Therefore,
in addition to communicating with you via direct mail, e-mail, and building
delegates, a Medical Coverage Information section is currently
being created on the Union website (www.proteun.org).
I anticipate this information being available by the end of next week. It
is equally important that you communicate with the union office any issues
that may arise with your medical and/or prescription coverages.
In conclusion, rest assured that this office will vigorously
monitor the integrity of our medical benefits as it has throughout the years.
